THE DIRECTOR RECOMMENDS THE REMOVAL OF PARKING SPACES AS SHOWN ON THE
ATTACHED SKETCH. THIS CONFIGURATION WILL ADDRESS THE FIRE MARSHAL'S
CONCERNS. THE GASOLINE TANKER TRUCK SHOULD OCCUPY THE LANE WHILE
UNLOADING TO PREVENT VEHICLES FROM RIDING OVER THE DELIVERY HOSES.
IT APPEARS MORE THAN PROBABLE THAT THE DEBRIS IN THE WETLANDS WAS
DISCARDED BY EMPLOYEES OF THE EXISTING GAS STATION. THE OWNER OF THE
EXISTING STATION IS REQUESTING THE SPECIAL PERMIT.
RECOMMENDATIONS
THE PLANNING DIRECTOR RECOMMENDS APPROVAL WITH THE FOLLOWING
CONDITIONS:
1. THE EAST BOUND DIRECTIONAL ARROWS ARE REMOVED FROM THE NORTH SIDE OF
THE SITE
2. THE DESIGNATED PARKING SPACES ARE REMOVED AND A FUEL TANK UNLOADING
AREA IS DESIGNATED WITH LINE PAINT. THE UNLOADING AREA IS TO BE LOCATED
TO PREVENT VEHICLES FROM ACCESSING THE REAR PARKING LOT WHILE FUEL
LOADING IS OCCURRING
3. ALL OF THE TIRES,FURNITURE,AND OTHER DEBRIS ARE TO BE REMOVED FROM THE
WETLANDS ON THE PROPERTY AND ANY GARBAGE OR DEBRIS WHICH HAS BEEN
PLACED IN THE WETLAND AREA BORDERING THE PROPERTY LOCATED ON THE
MONTVILLE NATIONAL LEAGUE SITE
4. ALL REQUIREMENTS OF THE STATE DEPARTMENT OF TRANSPORTATION REGARDING
DRIVEWAY CONFIGURATION, STOP SIGNS,AND DRAINAGE AS STATED ON THEIR
COMMENT SHEET MUST BE COMPLIED WITH.
5. A CERTIFICATE OF USE AND COMPLIANCE IS NOT TO BE ISSUED UNTIL THE ABOVE
REQUIREMENTS HAVE BEEN MET
6. THE APPLICANT MUST NOTIFY THE PLANNING DEPARTMENT,IN WRITING,48 HOURS
PRIOR TO STARTING THE REMOVAL OF DEBRIS FROM THE WETLANDS.
7. THE APPLICANT MUST POST AN EROSION AND SEDIMENT CONTROL BOND IN THE

RE: HENDEL'S SITE PLAN CHANGES
Dear Mr. Sanders,
On Wednesday December 4, 1996 the Town of Montville Fire Marshal reviewed
the updated plans submitted for the Hendel's Gas Station/ Convenience Store located on
Route 32 In Uncasville, CT.
As a resultplan of this review this Office has
a major concern about continuous
traffic over the underground fuel tanks and the unloading location. Due to the location of
the unloading area there is great concern that a vehicle will run into or over the unloading
hoses when the bulk truck is unloading at the site. Currently at this site there is no problem i
with the unloading site and there is no traffic crossing the tank pad.
The tank pad located above the tanks must meet the requirements of N.F.P.A. 30
chapter 2, section 2-3.2.2 concerning tank coverage subject to traffic. There is no specific
requirement for unloading areas.

Dear Marcia:
I understand that you are currently reviewing a zoning application and plan from Hendel's
Investors Company for a Convenience/Gas/Fast Food Store on Route 32, as revised November
18, 1996. The Town of Montville Inland Wetlands Commission (IWC) has approved a permit for
this plan at their November 20, 1996 meeting.
I walked the site with IWC Commissioner Rick Larsen in November. It is apparent that over the
years a considerable amount of garbage has been dumped on and behind the site, in the
wetlands and within the 50 foot buffer. The garbage consists of old tires, furniture, and a TV
antennae. While the Montville National Little League (MNLL) owns the property directly behind
the site, adjoining the wetland, it appeared to us on the site walk that the BP station that is
currently on the site has been the source of this garbage. Access to that section of the wetland
behind the site can only be accomplished through the site.
I am in the process of obtaining permission to clean the garbage out of the wetland and buffer
from the MNLL. Hendel's has committed to cleaning up the garbage on the site as a condition of
the wetland permit, but most of the garbage is located just outside of their parcel and on the
MNLL property. It seems reasonable to ask the developers of the proposed plan to clean up this
area.
Any assistance you could give me in getting this site cleaned up would be greatly appreciated; it
is truly in the best interest of the town. While this area has been abused in the past, it holds
great wetland potential and deserves to be improved. This is an excellent opportunity to do so.
