Purpose of Application:
• Installation of pool-code fencingorrrear and side-yards of private property-located at 23
Andersen Lane. Fencing will need to traverse right, rear corner of property designated
as a wetland's buffer. Approximate-affected area of buffer is 3000-square feet.
Location of property:
• Exit 79 off of I-3 95 Nor S.
• Bear right onto Rte 163.
• Travel approx. 2.5 mi to Chesterfield-Rd-orrleft.--(Montville transfer-statioirwill-be on
right side ...brown fencing). — -
• Follow Chesterfield Rd to 4 way stop.
• Turn right onto Old Colchester Rd.
• Travel Old Colchester Rd for-approxi 8/10th of a mile.
• At new subdivision, turn left onto Adamo Dr. Follow to D'Amato Dr.
• Turn left onto D'Amato follow-for-short distance- Andersen Ln will-be the first right.
Number 23 is the third house on the right ... brown colonial with green shutters.
Description of Activity:
• Installation of pool-code fencing with a combination of white PVC privacy fencing on
front and sides of planned area, transitioning to black wire fencing through out rear
property line through wetlands buffer Fencingirrbuffered area will be approximately
95' of rear property line, with a right angle adjoining approximately 50' of right-sided
property line. Alternatives:—Enclosing--the-entire-rear-and side yard is the-only-feasible
alternative. A privacy fence is required on the left-hand side yard. Because of location
of proposed in ground pool, fencingai ouncHt solely would be unsightly and imps actical
for the needs of the family.
• Means of fence installation in buffer zone: Fence construction, in buffer area, will
consist of black coated wire stretched to metal posts spaced 10 feet on center. Said posts
will be hammered into soil directly using a manual-hand-held post-hammer peroral
description of fencing contractor(Luther Fence). Approximately 5-6 posts in the
affected area will need to be cemented into-the ground for structural integrity. Post holes
will be dug manually with a hand-held post hole digger. Material removed from holes
will be relocated to left side yard and stockpiled, to be used in construction of a new
stone retaining wall in that area. The wire fencing will follow the existing contours of
terrain. Minimal disturbance-of wetland-buffer area will be ardently attempted by both
the homeowners and fencing contractor.
• Minimal clearing of fence line as fencing and pool codes dictate. At time of walk-
through with contractor(mid-September, 2004)-very few potential obstacles were noted.
Ferns and small bushes will not need to be removed as the fence will be stretched through
such vegetation. The maiir-disturbance-wilt-be-theneed to create two, 4-foot openings
in the existing farmer's wall for the fence to pass through. Home ownerswillmanually
remove stones one by one and-relocate them to the left-side yard. Said stones will be
stockpiled with a remnant pile already existing in-left side yard. The base fieldstones of
each opening will remain intact -The fence-wire-will be-stretched between-the stones as
to leave the soil undisturbed. In addition, some-of the removed stones will be re-placed
in the each opening for cosmetic-iepan,to the extent that codes will allow:
Alternatives: If an obstacle is encountered during installation, homeowners and fencing
contractor will work together-to considerall-possible ways around said obstacle as to
leave buffer area as undisturbed as possible. -
• Selective clearing of wetland'sbuffer area-hr-general: Very minimal clearing_of
vegetation will be pursued in the buffer zone. There are two small trees on edge on
buffer zone that will be.removed: These are located near the rightside yard-in fi ont of
the farmer's wall. Trunk and limbs will be given-to neighbors for firewood. Stumps will
remain intact in soil. Clearing beyond-the-wall will consist mainly of cosmetic clean up,
i.e., removal of dangling vines, dead wood and broken branches. Natural plantings and
soil will be left undisturbed--Alternatives This area will not be in use by the family
but needs to be fenced.per building codes as affected by the proposed in-ground pool.
Only decaying elements are sought-to be cleared-from view in the area.
• Removal/reuse of farmer's fieldstones: Said stones were stockpiled by the builder of
the home and left in the middle edge-of buffer-area. A non-professional estimate pf
approximately 1500 cubic feet of field stone is involved. Home owners will have these
stones relocated by mechanical-equipment-to-left-side yard and stockpiled-with other
stones in area. These stones will be used to create-a new wall in left side yard, to assist
in retaining soil from grade-change-created-byconstruction of home. Disturbed-buffer
area will be re-graded as needed. Replanting of ferns, small shrubs and grass will
follow in order to return area-to a-luume natural-setting. The existing-farmer's wall
behind stone pile will be re-built if stones are dislodged during removal. AlterUatives:
This stone pile is unsightly and takes-up a--large section of the usable back yard... The
stones themselves are perfect for constructing a new wall on the property. -
