Please be advised that the confusion in this matter might well have been avoided, had I received accurate information from the woman working in your office. I have since been informed that she does not have any authority to speak for your office, but the fact remains that she did, and that by following her instructions, this situation has evolved. At this point however, my only concern is to bring this building project into legality; I leave the disposition of this other situation to you. Concerning the status of that addition, I have itemized my responses to the points which you feel need to be addressed. 1. Work on the addition ceased last fall when I returned to school as a high school teacher. There was no work planned until the end of this school year in June. Per your letter, there will be no work done until this matter has been resolved. 2. The addition is not occupied, nor has it ever been. The stairwell has been fitted with a hatch, there are no electrical fixtures and the space is unheated. The curtains you see in the upstairs windows were hung at the behest of my wife, for cosmetic purposes only. 3. I had some conversation with your office regarding the use of trusses to address the size of the existing basement beam. According to my recollection, the papers I submitted from the truss manufacturer satisfied that concern. If not, please advise me of exactly what infor- mation I need to obtain at this time. 4. The floor plan has been laid out and some interior walls have been framed. This was done only after a conversation with your office in October of 2003; By then the structure had been sheathed, sided, and roofed. I inquired if an inspection was necessary at this stage of construction and was told by that woman that: "No, but don't cover any walls, they will have to inspect the insulation, electrical, plumbing and heating work." At this time, I had identified myself and the location but she did not indicate to me that there was any problem in your office concerning the job. I also had the cancelled check which had accompanied my initial application, further leading me to believe that everything was in order. 5. The assistant Building Inspector and I made several unsuccessful attempts to download the Model Energy Code Compliance data onto a disk. Following that, he and I worked on a computation form, which included window areas and other exposures which I thought adequately addressed his concerns in that area. If this is not the case, please advise me of exactly what I need to do so. 6. The floor plan and room sizes were not finalized when I came to your office in July and paid my application fee. The woman at the desk stated that the project would be designated as attic/storage space until those decisions were made. Those dimensions have now been worked out and can be submitted. 7. Attic access location has been determined and the size will be made in accordance with your regulations. The woman stated firmly that a permanent light fixture must be installed in the attic. I also intend to include some type of fire warning device. 8. Precision Stair Co. of Norwich has been contracted to replace the existing non-compliant stairs after the stairwell has been enlarged to accommodate a code-compliant installation. Because this is a costly aspect of the job, and since there is no occupancy intended until these stairs and balusters have been put in place, that particular phase of construction has been deferred. 9. Electrical and Mechanical plans were to have been submitted in the early summer,when resumption of work had been planned. Based on the conversation I had with that woman, the impression I was left with was that everything was in order. Please let me assure you again, that my sole intention is to bring this building project into full compliance. I apologize for any inconvenience that my actions may have caused you. Accordingly , I will follow whatever in - structions or suggestions you feel are necessary to accomplish this.. Moreover, I grant you and whomever you designate full access to my house for the purpose of correcting any misconceptions. The obvious problem of spurious information arising from persons in your office is not truly my concern, but please feel completely free to utilize the facts of this situation in whatever steps you find to be appropriate under the circumstances.
