Box 1126 Norwich, Connecticut 06360 Re: Montville vs. Knighton Dear Jim: Please be advised that I am in receipt of your letter dated March 28, 1991. You should be aware of the fact that Mr. Knighton has made substantial progress with respect to the completion of the dwelling house since February 6, 1991 to reach a state where there are only five remaining outstanding items as enumerated in your letter of March 28, 1991. On Sunday evening, March 31, 1991, I spoke with Mr. Knighton concerning these items. Evidently, when the well was dug by Roger Viens, no permit was ever taken for the construction of the same. Jim is in the process of processing the necessary paperwork with the Uncas Health District at this time to obtain the permits necessary with respect to the well and is also having a water test performed. I do not believe that this can be accomplished within the ,two-week period which you set forth in your letter. In addition thereto, the Building Inspector has informed him that he will issue a temporary Certificate of Occupancy when all items have been completed other than the insulation in the basement. Mr. Knighton will be granted an additional ninety days within which to complete the insulation in the basement. James J. Devine, Esq.
