On March 22, 2007, Attorney Miller requested that I conduct an inspection of the un-occupied dwelling unit in the duplex home at the above referenced property, to determine if any unsafe conditions exist. During the inspection I noted the following: 1. The structure is generally deteriorating due to lack of maintenance 2. The exterior siding is deteriorated and the rear corner of the structure is covered with plastic 3. The roof is leaking allowing a considerable amount of water to enter the left side dwelling unit. The water appears to be entering electrical boxes& fixtures. 4. Wiring for kitchen light fixture is not properly terminated in an electrical box 5. Live wires are hanging out of the wall on the second floor. 6. Due to the trash and debris on the floors, it is not possible to view electrical in the entire structure. Due to the unsafe electrical conditions that exist I have required Connecticut Light and Power to disconnect the electrical power. The electrical meters are located in the basement of the other occupied unit. Attorney Miller informed me that he has made a number of attempts to contact the occupant but has not been able to do so. He phoned them during the time I was conducting my inspection and reached a recording stating that their phone is no longer in service. Because the power company is not able to access the electric meters they were required to disconnect the entire building at the pole. When the occupants of the other half of the dwelling contact me, I will be willing to conduct an inspection of their dwelling unit, and providing there are no unsafe electrical conditions, I will have Connecticut Light and Power restore electricity to their unit. 17143 n D.
