Dear Russ,
On Monday, August 10, 1992 this Office completed a plan
submitted by Mr. Ortega for a new pumphouse for the proposed
development of Robin Hills Estates off Black Ash Swamp Road
in Oakdale.
This Office has no problems with the construction of the
building but would like detailed plans of the tanks and pumps
in the future.
If you have any questions please contact the undersigned

GENERAL
The Robin Hill Estates Water Supply System is located on Black Ash Swamp
Road. The proposed subdivision is designed to serve 64 single family homesaa
design population of 256. Southeastern CT Water Authority (SCWA) will own and
operate the water system when completed. At the time of inspection no homes
were connected to the completed system.
TREATMENT
None. Chlorination is available, if needed. Chemical vats and a Chem—tech
Pulsa feeder injection pump were present in the pumphouse.

*Color and Turbidity were elevated above Connecticut Public Health Code
Standards. Resamples met Connecticut Public Health Code Standards.
WATER SUPPLY SYSTEM
The installed water supply system is consistent with the approved plans and
specifications except for the following:
1 . Two census totalizing flow meters have been provided on the discharge line of
each well in the pumphouse.
2. A no—flow switch has been provided to protect the well pumps.
3. The vent filler pipe on the two 15,000 gallon atmospheric storage tanks is
outside the pumphouse. This pipe is properly screened.
4. The interior of the tanks was painted with Koppers Co. 4149 interol thick
system with primer. This is a suitable paint for contact with potable water.

CONCLUSIONS AND RECOMMENDATIONS
The most recent water quality from wells 1, 2, and the last distribution sample
met the Standards of the CT Public Health for all the required parameters that
were tested to the samples collected 3/30/93, 4/26/93, and 6/01/93
The distribution sample collected on 3/16/93 had a low pH of 6.3 and high color
of 17. Additional testing on samples collected on 6/1 /93 showed acceptable color
of 8 and pH at 7.4. The high color and turbidity detected to the samples from
well 2 collected in 1988 were not confirmed in the samples collected in 1993.
The utility should continue to monitor the wells for natural radioactivity; four
quarterly samples are required.
The system is approved with the following conditions;
1. The areas surrounding well 1 and well 2 must be regraded to provide drainage
away from the wells.
2. Provide a circulating fan, if needed, to supply cooling air for the emergency
generator. The S.C.W.A. and Laframboise Well Drillers will determine the
necessity of this additional fan.
3. Verify that the required R.P.Z. (reduced pressure principle backflow
preventor device) has been installed in the proper location at the sewage
pumping station.
4. Provide the as-built plans to this office, S.C.W.A. , and Dept. of Public
Utility Control (DPUC).
5. Contact this office when water is ready to be conveyed to customers on the
system. Water quality monitoring will have to he initiated at that time.
6. If color and turbidity violations reoccur, treatment may he required.

RE: Robin Hills Estates, Black Ash Road
Dear Russ,
On Monday, March 15, 1993, the Town of Montville Deputy
Fire Marshal Raymond T. Occhialini conducted an inspection of
the sewer pumphouse and water pumphouse at Robin Hills Estate
with Mr. Ortega.
As a result of this inspection the location of the 500
gallon propane tanks, which have already been installed next
to both buildings, has been approved. The tanks may be
filled. The gas may not be turned on until the air pressure
test is conducted and witnessed by this Office.
The following was observed at the sewer pumphouse:
1. 55 KW Propane fuel generator installed with all
electrical work completed.
2. One inch ( 1" ) black iron gas piping with proper
hangers in the building.
3. Two inch (2" ) P. V. C. piping underground to sleeve the
5/8" 0. D. copper gas piping, from the tank to the
building. Mr. Ortega states the burial depth to be
two feet (2' ) .
NOTE: The 5/8" copper supply line has not been
installed.
The following was observed at the water pumphouse:
