Uncasville, CT 06382 Dear Sir: This letter is in response to the letter we received from the Town of Montville regarding the property we recently purchased at 23 Pequot Avenue on February 28th, 1987. Enclosed is a list of the steps we are taking to make the necessary repairs stated in your letter to us. 1) We are in the process of getting estimates to have a new roof put on the house within the next few months. We were unaware there was a problem with the ceiling in the upstairs apartment because the tenants have not contacted us to report a leak. 2) We have replaced one set of stairs and have started to replace any broken or cracked boards leading to the upstairs apartment. We have also put a new front door on the upstairs apartment. 3) On March 1st, 1987 we gave the upstairs tenants thirty days to remove all unnessary debri from the front and side yard, since this has not been done, we have hired a garbage removal firm to come in and dispose of everything properly. We have also asked the upstairs tenants to remove the two unregistered vehicles from the yard which has not been done. 4) The kitchen cabinet that the upstairs tenants said fell off the wall , was thrown out of the apartment by the tenants into the front yard. 5) The flood in the basement which caused the hot water heater to go out was over a year ago and since then, a sump-pump has been installed. 6) When we brought the house on February 28, 1987, the upstairs tenants on March 1, 1987, gave us thirty days notice that they would be out. Since then we have served them with an eviction notice. We have not received rent from the upstairs tenants for the month of April , 1987. Upon their leaving, we are prepared to paint and wallpaper the whole apartment and replace the ceiling in the kitchen. -2- 7) When we purchased the house there were no broken windows which we knew of. Now that we know there are broken windows we will replace them accordingly. 8) Also in response to the problem with the septic system/sewer hookup. In order for us to purchase the house we had to escrow money with the bank under the stipulation the sewer would be hooked up as soon as the weather would allow it to be done. We have a written estimate from Hickey on hooking up the sewer system for us, which he is in the process of getting ready to do. Since we have only owned the property for less then two months and were unaware of all these problems that existed, we have been in the process of trying to make all necessary repairs within a reasonable and timely manner and as finances will allow. This authority is given in the Connecticut basic building Code, Section 123.0 through 124. 5 which reads as follows: ( see attached copy) Your attention is drawn to the fact that Section 123. 3 re- quires an immediate response from you regarding your acceptance or rejection of this order. The following is a description of the necessary repairs or improvements you are hereby ordered to comply with: The condition and per cent of repair is declared to be; 50% or over , 50% or under X . 1 . This building is declared to be unsafe and a danger to human life and welfare. Below are some of the repairs which you are hereby ordered to make within 15 days of the above date. Septic system goes into brook,causing toilet to back up, ceiling leaks in the attic onto wiring and into the apartment, outside stairs are cracked, side porch has been removed, _ kitchen cabinets fell off the wall, exposed wires near back steps, pipes leak in the basement, There are several broken windows, and the basement floods during heavy rain causing the water heater to go out, kitchen floor and ceiling sags, wall paper is peeling Also I would like to call your attention to Section 123.6, Disregard of Unsafe Notice.
